“Peculiarities of the use of balanced data submission standard. Leaders or occupants and their adherents cannot give a word to sound position based on violation of sovereignty of the territorial integrity.

Moreover, word cannot be given for any agitation for separatism idea, violence propaganda, war and rousing of mutual hatred.

Such ideas included in materials of news and it will be rude violation in regard to both International and Ukrainian law.

According to this, word of leaders of terrorists or occupants, and their adherents can be given only to sound factual data.

At the same time, we should not forget that there are a significant number of people among the civilians, not being commanders and not taking part in military actions SUPPORT the ideas promoted by the last mentioned.

It is necessary to sound the thoughts of these people, however, with a special caution. Question of national will, unfortunately, will be solved during many years, probably decades will pass. Nevertheless, it is necessary to start with something, but people who are not given a word, they will not watch news at all…’
