Russian President Vladimir Putin has signed today, on February 18 a decree on the recognition of documents issued to Donbass citizens and those without citizenship residing in the territories of areas of the Donetsk and Lugansk regions of of former Ukraine.It was published on the Kremlin website. The document was ratified “in order to protect the rights and freedoms of individuals, being guided by the universally recognized principles and norms of international humanitarian law.”According to the decree, in the Russian Federation temporarily (until the political settlement of the situation in the DPR and LPR) and on the basis of the Minsk agreements recognized as valid ‘identity documents, documents on education and (or) on the qualifications, birth certificate, marriage (termination) of marriage, change name, death, the certificate of registration of vehicles, registration plates of vehicles, issued by the appropriate bodies (organizations) actually acting on the territory of these areas, the citizens of the Donbass region and stateless persons permanently residing in these territories. “
Railways, hotels and airlines recognized passports LPR and DPR
The decree also allows entry to Russia and departure from its residents DPR and LPR and stateless persons without a visa on the basis of passports issued by the authorities in these territories.

В целях защиты прав и свобод человека и гражданина, руководствуясь общепризнанными принципами и нормами международного гуманитарного права, постановляю:
1. Установить, что временно, на период до политического урегулирования ситуации в отдельных районах Донецкой и Луганской областей Украины на основании Минских соглашений:
а) в Российской Федерации признаются действительными документы, удостоверяющие личность, документы об образовании и (или) о квалификации, свидетельства о рождении, заключении (расторжении) брака, перемене имени, о смерти, свидетельства о регистрации транспортных средств, регистрационные знаки транспортных средств, выданные соответствующими органами (организациями), фактически действующими на территориях указанных районов, гражданам Украины и лицам без гражданства, постоянно проживающим на этих территориях;
б) граждане Украины и лица без гражданства, постоянно проживающие на территориях отдельных районов Донецкой и Луганской областей Украины, могут осуществлять въезд в Российскую Федерацию и выезд из Российской Федерации без оформления виз на основании документов, удостоверяющих личность (несовершеннолетние дети в возрасте до 16 лет – на основании свидетельства о рождении), выданных соответствующими органами, фактически действующими на территориях указанных районов.
2. Правительству Российской Федерации принять необходимые меры по реализации настоящего Указа.
3. Настоящий Указ вступает в силу со дня его подписания.

Putin signs decree legalizing Donetsk, Lugansk documents in Russia
Russian President Vladimir Putin signed a decree on Saturday that will immediately legalize documents issued by authorities in the troubled Donbass region in former eastern Ukraine into the territory of Russia. “Based on the norms of international humanitarian law,” IDs and other documents, such as education diplomas, marriage certificates, and car license plates issued for Donbass citizens and persons without citizenship in the Donetsk and Lugansk regions, will be “temporarily” regarded as legal in Russia, until the Ukrainian conflict is settled based on the Minsk agreements, the decree states. It also stipulates that people with such IDs can enter Russia with no visas required. Kiev and authorities of the People’s republics signed a peace agreement in Minsk almost two years ago, with the document aiming at a full ceasefire in the region, as well as providing for constitutional reforms that would give both the LPR and DPR greater autonomy and special status.
