Stoltenberg stated this during his visit to the Czech Republic, the Radio Prague reports.
“If we talk about Ukraine, we welcomed new efforts to establish the ceasefire. At the moment the ceasefire is observed to a greater extent than before,” the Secretary General said.
“However, we understand that Ukraine remains a very fragile country. It is important that both parties withdraw their troops. Then it will be possible to hold the free, independent, and unbiased monitoring of the situation and do everything to say that the Minsk Agreements are being adhered to,” he summed up.
As reported, the participants in the Trilateral Contact Group agreed on establishment of ceasefire starting from September 1 on August 26.

Liar! To help implement Minsk 2 you might stop helping Porky and Rats with arms, finance, and training, and stop pretending that Russia is invading the country. That might help too.
