Draft-in-law ‘Consular Statute of the Donetsk People’s Republic will be voted on in the People’s Council of the DPR on 27th February 2016.
The goal of consular affairs is to protect rights and interests of the Donetsk People’s Republic, its entities and citizens, to develop friendly relations with other states, to extend economic, trade, scientific and cultural relations.
According to the law draft, the establishment of consular relations of the Donetsk People’s Republic with other states is carried out by mutual consent in regard to admitted norms of principles of international law, international agreements of the DPR, acting Law and legally enforceable enactments of the Donetsk People’s Republic.
Consular institutions managed by the Ministry of Foreign Affairs of the DPR.
To consular functions are referred:
1) Consideration of issues of citizenship of the Donetsk People’s Republic and the decisions execution on citizenship questions of the DPR in the margins of the powers established by the legislation of the Donetsk People’s Republic;
2) registration and issuance of documents that confirm citizen identity of the DPR outside the state DPR, issuance of temporary documents, and documents for foreign citizens to arrive and depart the republic;
3) Implementation of registration of DPR’s citizens who are temporary staying in the territory of the consular circuit;
4) Taking steps for the protection of the rights and legitimate interests of citizens of the Donetsk People’s Republic who are under arrest, imprisoned, taken into custody or detained, as well as measures of searching for missing persons in the territory of the consular district citizens of the DPR;
5) Assistance to citizens of the DPR in the territory of the consular district in the exercise of their electoral rights in elections and participation in the referendum in the Donetsk People’s Republic;
6) State registration of acts of civil status;
7) Notarial actions;
8) Consultation and legalization of foreign official documents aimed appropriate for submitting in the territory of the Donetsk People’s Republic;
